A/C Questions..

Is it true the fact that A/C temps in cars should be at least 20-30 degree's cooler than ambient temps.. for instance... today it's about 100 degrees, humid, (the other day I bought a stick thermometer.. and charged up my A/C, some).. anyhow, today... during stop and go city driving, it got to about 60-65 degrees... took it on the highway drove it a bit .. and it hit about 50.. got it down to about 45 or so the other morning going to school, but the outside temp was prolly in the low 70's... cracked the hood open, and my Drier is ice cold, just sweatin like heck....and the lines coming from behind the compressor are sweatin, and ice cold to the touch too.. would think it would be icy inside too.. no? are these normal temps? Thanks in advance

(Then again, I guess cool air is better than none at all.. lol)
