Voltage Regulator problem I think

Is there away that a electrical system can put out to may volts?
I seem to be having a problem when my truck starts the starter make a high pick noise then it starts fine before I started it I checked the voltage on the battery anf it had 18.5 volts (which is way to high) on it and after I started it is was 19.4 what does this mean is my alternator shot or is it my voltage regulator It looks very old.

Common sense tells me it is the regulator because the system is still charging.
