Rear suspension travel with Firestone F9000 bags

I read on the Firestone website that these bags are 10.25 inches fully inflated, 8.25 at ride height, 6.25 fully deflated. If I install these almost directly over my axle what kind of suspension travel will I have? 8.25 - 6.25 = 2 inches??? That doesn't seem right. I think I want them at the axle (1 to 1 ratio) so I can haul heavy loads. I am also wanting the smoothest ride possible with an empty load. Help me understand please.
