C30 vin question

I have had a 65 C30 for a few years and just bought a 66. They were both 133' wheelbase 10,000 GVW according to the kick panel tag. the only difference is the 65 has a 292 and the wheelbase has been extended. It was built in Baltimore, the 66 Atlanta. The first part of the VIN's are different. I'm curious why?The vin decoders never seem to work for me on the bigger trucks.
