700r4 Shift Points

My new 'burb has a 700r4. It seems to shift way early to me. It shifts from 1st to 2nd at about 10mph and 2nd to 3rd at around 20mph. I adjusted the TV cable back as far as it would go (per Mike's instructions) and still does the same thing.

My question is, what are the normal shift points for average acceleration? Also, could my TV cable be worn?
