Switch identification

Hello, just got my first full sized chevy since i had my 56. It is a 75 C20 Scottsdale. The electrical was a mess, got that mostly sorted, my ?????
there is a slide switch mounted to the steering column that interacts with the throttle linkage, what the heck is it called and what does it do?
