sheared bolt question

I'm putting in Chevelle springs in the rear, hopefully will be enough drop, but of course I have to get the stockers out first. Apparently they hadn't been touched since '62 and I sheared both bottom bolts for the perches. I used liquid wrench and wd40 both and let them sit before I had attempted moving them with a torque wrench and I was trying to go easy. Didn't work. Should I drill them out or do I need to try something else? I would need to drill them from the underside. Another question I have is depending on how much Chevelle springs will drop the rear, do I need to get the adjustable trac bar or will I be ok?
