Bad fuel gauge?

Checked out my fuel gauge today, it shows full w key on all the time. I started with the sending unit, I checked the ground to the cab, good, checked voltage i get 5.50 volts, i go to the fuse panel, i got 5.5 volts there too. i go up the gauge, unplug the connector from the gauge i have 12 volts on the hot wire(pink). so i think the wire is bad in between the gauge and the fuse block(tan). i check it at the plug on the column, 5.5v. so i go back to the gauge, check it at the back of the connector, 5.5v. i pull the plug looks good. so does that mean the gauge is bad?
