You can get something called a safety cap or clamshell cap. It's designed to mount over the valve and regulator assembly to prevent anything from happening to them while in transport. You should be able to get by with this as far as DOT rules are concerned. I mean...if they are going to bust you for the air tank...you have a lot more problems than just that.
