Cab tank installation help

I am trying to install my new in-cab tank into my truck. This is a retrofit because the PO had installed a rear under bed tank. I am ready to bolt it all in but I think I may be missing a part.

I know the the strap needs to be formed to go over the top of the tank, but how does it hook onto the bracket on the back wall of the cab. The hook on the strap is going the wrong way to hook it on and if the hook was going the other way the strap would be too short. Is this a case that the supplier send me the wrong part or am I missing other part of the strap assembly.

Help?
