Sway Bar Install

I've read the write ups for sway bar install but just have one question. After knocking out the rivet, see photo and mocking up the bracket, I do not see another hole on the frame for the second hole. Do I need to drill this out? Is this the right location? Last question, which bushings work best, urethane or other?
