Help with steering column at firewall

Help is appreciated. I kinda bought my project in boxes and I know there were at least two donor trucks upstream. I am trying to figure out how to handle the intersection of the steering column and firewall.

This has a later tilt column and it looks like the plate at the firewall was split to fit. But it does not seem like it was ever attached to this firewall, in fact the whole bolt pattern is different. Seems like I would be best off to find a plate that fits - can someone verify that this is a matter of two different years?

Also looks like I will need to increase the diameter of the hole in the plate to fit. I just can't find a plate online. Gaskets are available. Any comments or experience here is appreciated.
