steering help!

78 long bed, 2wd, stock 350

I know this is a common issue but cannot figure out whats the issue. I hear the belt squealing and almost like I loose power steering. I cannot get the belt tigher and have sucked the fluid out and refilled a few times trying to get fresh fluid in there.

Any advice?
