ammeter question

i have noticed that my ammeter needle does not really seem to move. it used to (i thought) be just right of center towards "c" when the engine is running. if you were to turn on the lights with the engine is off, it would go left of center towards "d". now it stays just right of center all the time. bad gauge? bad ground? Thoughts
