A/C refurbish

Today I decided I was going to check the a/c system for missing parts etc, as I bought it disconnected, well the only thing thats altered is the hoses that normally goe to the heater core have been removed.
My question is, how should I attack this, It does'nt have any freon in the system, so how can I clean the system out, or does it even need it as the lines were all closed off
Im going to use freeze12, a product thats on ebay, but I really want to do this right, so what steps would you recommend.
