Leaf spring bolt welded on?

Now I'm no stranger to leaf springs, they suck to work with. I had to cut a bolt out of one of the brackets, naturally it had to be the front one, the worst one to deal with. I cut right in between the bushing and the bracket so the leafs just dropped out. Got the head of the bolt out with a mini sledge, penetration grease and a punch. The side with the nut on it however. Is a ****nami tidal wave of disaster. I can not for the life of me get it off. I don't have a air hammer so I'm working in the Stone age. I've used half a can of penetration grease, half a propane torch, and all the elbow grease my body can pump out and I can't get this thing out.

Any tips on how I might go about getting this out?
