fuel gauge question, help

the guage sits on full when the key is off, when you turn the key on, it goes past full into the 3 o'clock position. Oh, yeah, its an 82 4X4 blazer diesel conversion. Can anyone tell me how to fix this, is it the guage, sender, or a wire??????

All help is greatly appreciated.
