1959 Apache 38 Dually Brakes Question

Hello, so I'm taking apart the front end of my Apache 38. I've searched for how to convert to disc brakes, but haven't found anything that can work with the Dually set up.

Has anyone else ran into this?

Also, the dually wheel "Extender" that bolts to the drum won't come off. Is it pressed in at the back where the rear bearing rides? Or do I just have some rusty a$$ stuff that can be negotiated loose with force? Has anyone converted from the ball bearings to tapered rollers?

I've attached pics. Thanks in advance for any advice/tips/help.
