Interior Door Lock Handle

Can anyone explain how these doors are supposed to work?

The lever inside the cab has a lock position, neutral position and an open position. If I close the door with the handle in the lock position I cannot unlock it from outside. However, if I close the door in the neutral position, I can open the door or lock it from the outside.

Shouldn’t I be able to unlock the door from the outside?

My keys are matched on both door locks. Thanks Leon! (Lock Doc)

Also, how is the handle supposed to be oriented?
