Steering column question something does not add up

So first off I did not disassemble this column. It was apart when I got the truck, so it is like putting Humpty Dumpty back together again. It was torn down by the previous owner to replace the cam that pulls the starter rod. He put it back together up to the signal switch. I have put the rest of it back together and was about to mount the wheel but it is not “clocked” right. There is only one way for the plate to go on from what I can tell. The turn signal cam is at about 8 o’clock instead of 11 o’clock that I seen in all the photos on line. Did he rotate the shaft some how? The front wheels are perfectly straight like your driving down the road.
