lowering question

fellow chevers, I am stumped. My truck a 76 stepside was bought from someone already lowered, after lots of tracking down I discovered that the previous owners did a flip on the rear and cut 1 1/2 inch out of the front spring, no I am actually doing a full resto on this truck and upon tearing apart the front end I have come to discover that the spring is loose inside the upper and lower arms, is this ok? My question about this would be that if I was driving down West Virginia roads (bad, bad roads) wouldn't that spring bounce around alot. Also, while I have your attention I guess that I should mention the the previous owners also set the rear end above the leafs (a flip..right?) Is this ok, any help would be much appreciated, thanks!!!
