Need some quick electrical help

Hey fellas!

I've got one electrical issue that has got this chump stumped, and I need some wire identification help as well

First, the problem:

Ok, I have basically entirely rewired the truck top to bottom, but I've run into an issue that has got me majorly puzzled. On the fuse box, there are the orange wires that run into two terminals named BATT almost directly to the left of the blinker. When the truck is just sitting there, those two terminals only have .2 volts on them. If I hit the power lock button, the power lock relay clicks, and they bump up to .8 volts. However, I need 12 volts outta both of those terminals, and I cannot for the life of me figure out what is wrong. Does anyone have a diagram that can tell me whats up? I'm thinking of simply pulling the wires and putting a direct 12 volts from the distribution block on the firewall (though I suspect that is where they should be getting their power in the first place)

Second, 2 quick wire idents:

I basically need a couple of wires I need to find to finish off my TPI install, and my remote starter install. First thing I need is a wire that is only hot when you are cranking the engine. I need to know the color of the wire, and where I will find it. The next thing I need to know is which side of the park neutral switch I need to tap into -- The yellow wire or the purple wire?
