crank pulley

On my Brothers Blazer, the crank pulley is 2 piece. The alt/water pump crank belt is flush against the dampner. Then there is a cast pulley that bolts to it and sit about 3 inches from the dampner that the power steering pump uses.
Is this stock? It all looks original, but no telling what has been done to it since it was new. It is a 4X4 70 blazer V8 short water pump. Hope you can see what I am describing in the pic.
