With a sealed system (which you now have), the radiator should always be full, and the overflow tank should remain constant. That is, same level when cold (about 1/3 full), and same when hot (up to 3/4 full).
BTW, you'll need a radiator cap designed for a sealed system. Your old one won't draw the coolant from the tank back to the radiator as it cools.
