Rusty tool box sanding questions

I've got an old metal tool box that I'd like to paint and throw on the truck. It's got a good bit of surface rust and some angry residents with stingers. I've heard people talking about wet sanding, but I've never done it and I really don't even know what that is. Can someone explain it to me? I'm gonna hopefully start sanding it down and primering it tonight. Thanks.
