I'm scatchin' my head about this one!

I have a customer who owns a 76 El Camino. We has replaced all 4 headlights with the h4 conversion lights and bulbs. The bulbs are the Hella Halogen H4
55w lo / 100 watt high beam bulbs.
when he turns his lights on (lo beam), the top lights come on but they are in the 100watt side instead of the 55 watt. The high beams are on also but in 55 watt side. The high beam should not be coming on at all in lo beam mode. When he clicks over to high beam the high beam becomes bright (100 watt) and the lo beam goes back to 55 watt.

Anybody know what might be causing this?
