middle crossmember

I was gonna order a drive shaft loop from summit for my drive shaft. my middle crossmember where on trailing arm suspension the arms connect is cut out on the bottom to accomodate a one piece drive shaft on my 70gmc that is lowered.

My question is if i order this bolt in driveshaft loop ( have to order it to be legal at my track). Can i just drill te rivets out andtake out that old crossmember. or will it weaken the frame to much? Please let me know asap thanks
