Parking Brake Cable help...

Does anyone know how much the rear cables should travel before the parking brake shoe makes contact with the drum?

My passenger side only travels about an 1/8" while my drivers side rear cable moves about an inch and a half.

When pulling on the cable by hand I can barely move the passenger side, too. The drivers side is much easier. Does this mean the cable is seized, or could it be an adjustment/ spring return issue.

Thanks in advance for any help or suggestions. It's a 71 K20 with the big Eaton.
