Tailgate Band Restoration

Does anyone here know how to get dings out of a tailgate band without completely destroying it? How would you separate the outside skin from the inner without tearing it up?

Also, what would be the proper thing to use to get the dings out once inner and outer structure have been separated? A body hammer and dolly? Brass hammer and piece of wood?

These bands are expensive to buy new as everyone knows. I have one real good used one but it has a couple of dings in it that I want to repair, then buff it out with my powerball. One more thing, what kind of black paint should be used around the outside edge where it's painted? Thanks guys. ...Joe
