I'm pretty sure your's is NOT newer than a 72, because I believe 73 is when the intake became integral with the head.
As others have mentioned there is slight difference between the setups for 71/72 (throttle-cable) and 67-70 (throttle rod). Cannot answer why the blue paint, I have never seen blue used at the factory for the 72 and earlier.
