how low is to low for the back

I was wondering i have always heard between springs or a flip kit or whatever how low can u go without a c-notch. also if u do a flip kit or whatever is it bad to just cut springs the old owner melted the ones i got now and i got an extra set for free can i just cut them i heard it gives you a bad ride how bad?
