Seat Belts!!

ok i was running my wires for my amp for my subwoofer and i was running the remote wire down my door and under the sill plate and by the seat belt and under the carpet i moved the seat belt a little bit and i heard a crack....and i look back and somebody tryed to fix it with that expanding foam stuff that hardens...i get down underneath and find my cab support is all ate up with rust.....does the seatbelt thing bolt onto the cab support???? because if so i can get a new support and how do you put them on are they bolt on? do you gotta lift the cab?? or should i cheap fix it with some more foam
