hood alignment

OK... so ever since I removed my hood for paint and what not, I have not been able to put it back on correctly. Right now it wont go down flush in front of the cowl vent (windshield side). I can push it down with my hand but then it kinda pops back up. And also, the latch has too much play. it locks but can still move up and down a bit. It is not held down firmly.

Im guessing if I fix one problem the other will fix itself also. Did I put it too high or low on the hinges??? it is kind close to the cowl when I close it. Any closer and it may scratch/chip paint.
