Holly 650 carb

I have a holly 650, when I fired it up this weekend gas was coming out of the verticle tube in the front. I think this is due to a stuck float. Is this correct? I smacked it with a screwdriver a few times and that did not work. Do I need to remove the bowls, or can I just adjust them with the screw on top of the bowls?
