with a rack 1.5" is fine.

no clue on what rack, but probably a 88-91ish t-bird

I'd say yes you need tube arms, and art arms are the best I've used.

torsion mount is just a flat plate mount made for vehicles without a spring pocket, go to suicidedoors and check them out.
