Gas gauge driving me crazy!

My gas gauge reads between 1/4 and 1/2 no matter what I do. I have a new tank and new float, have tried 3 different gauges and 3 different sending units. Everything stays the same. When I unhook the tan power wire from the fuse box the gauge goes way past full. I have had the tank out a couple of times also, when I move the float by hand the gauge worked but when it's in it does not. What is going on with this ? Thanks for the help
