Cutting Holes in the Stock Bumper

I want to cut holes for fog lights in my stock bumper. I have come to the conclusion that this is probably not a great idea because of what the holes may do to the chrome around the edges of the cuts.

BUT...

My bumper is already kind of effed up, and it's not show quality at all, so I'm gonna experiment. I want to cut little circles and then french in some yellow HID projector bulbs and run them as fog lights.

My question is, how should I prep the edges of the cut? I'm going to use a hole saw, and then bracket them in from behind somehow, but my concerns are the chrome, the edges, and how it will look from the front with the round domes peeking out of the bumper. I don't really know what else to do.
