Removing fender

I'm afraid I already know the answer to my question but I wanted to check with the guru's here to see if they know any tricks. Can you remove the fenders without taking off the front bumper? I tried everything I could to get it off but no luck. I was hoping to not have to take the bumper off. This all started with replacing the rockers, seems to have escalated quickly...
