Western Chassis Flip Kit retaining plate question

I'm installing the Western Chassis flip kit right now. I placed the flip bracket (u shaped looking piece), with the offset hole towards the front of the truck, as stated in the instructions and lowered the axle down. So far so good.

The bottom plates have a center hole, as well as an off-center hole. The instructions state "Install the new u-bolts over the top of the axle and the retaining plate onto the bottom of the spring pack. The offset center pin hole should be forward to match with the leaf spring center pin".

There is where I am confused. So does this mean the leaf spring center pin goes through the offset hole...... OR, does this mean it goes through the center hole, with the offset hole facing forward?

So far so good although the shackle bushing sleeves had to be shaved down to fit.
