From looking at the bolt pattern on that panel I almost thought I had a panel rear bumper. I bought this one off of Craig's list a few months ago and it was advertised as a 60-63 front bumper. I thought the bolt pattern was the same as the 64-66 front bumper and this would have explained why it didn't fit. My bumper has license plate mounting holes though so I'll go back to my original assumption that I have a 60-63 front.
