Primewell tire - cant get the factory film off of em....

Anyone ever buy these tires? I'm used to coming home with my new BFG T/A's and squirting them with Westley's bleach white and, voila, clean purty tires. These were just about the only local tires I could find in 235/75/15 with black walls on both sides. But I've been scrubbing for almost 2 hrs and have only gotten thru 2 tires - and they're still not perfect, but getting there. Have tried Westleys, Stoner's glass cleaner (best option so far) and everything I can think of with scrub brushes, fine 3m scrub pads, you name it - but still, there is some shi$ty film on them that looks like crap. Any ideas - this is simply unbelieveable, never seen anything like it. Appreciate any ideas.
