Why did some 8 foot bed trucks have 16 gallon fuel tank instead of 20 gallon?

I have a 1984 GMC 3500 Sierra 2wd single rear wheels, single fuel tank Pickup. My dad bought it brand new in 1984 as a weekend work truck.

It doesnt have AC, power locks/windows/carpet/dome light/spare tire, etc.

Very few options- 4.11 gears/350 engine-4 bolt main/extra leaf springs/HD Tranny.

Why did some 8 foot bed trucks get a 16 gallon fuel tank and others get the 20 gallon tank?
