timing & carb. id please

The only #'s i can find on the carb. are 2241 9635SA on the fr. rt. bolt flange no names anywhere
#1 Would you know what carb. this is in the picture.
#2 How many turns on the air/fuel adj. i have it at 1 1/2now
#3 What timing would i start with for a 327, HEI dist with a RV2 cam

B-4 i adj. the air/fuel mix from about 3 1/2 turns down to 1 1/2 turns out the engine wouldnt stay running w/o giving it more gas & was surging while going down the road.

At this point the only bad symptom is diesling once out of the last 3 times i turned it off but running pretty smooth.
