What are these screws for?

I'm getting ready to put some carpet down and I discovered some 7/16th head sheet metal screws two each side by side in 3 different places a total of 6 screws. They don't go to anything I'm aware of except maybe to hold down a lug wrench or jack handle. There not going to hurt anything cause they will be under the carpet under the seat. Just curious what there were for, there is a holder for a jack so I'm assuming maybe they have something to do with that. As you can see they don't go to anything under the floor pan.
