volt a drop

So I bought my truck with a couple of ceramic blocks labeled Volt a drop. I know these are supposed to drop the 12v to 6v. But I need to know how there work or some installation instructions. When I take a volt meter to any of the wires, They all read 12v not sure what is going on. Can anyone help out on this?
There are 6 holes in the block all numbered. Any idea what this is? Any help is appreciated
