Question 82 blazer EMISSIONS

I hate this emissions stuff and have a question. I have decided to stick with the quadrajet and pass emissions with a legal carb but I have a question regarding a hot air choke? The carb looks like an electric choke but there is a diaphram thing that controls a flap coming off of the passenger side exhaust manifold and it plugs into all of the vacuum hoses. Is this just part of the A.I.R system or what. That is what I am thinking.
Secondly, headers for A.I.R is always listed 83 and up but the damn Blazer (I'm sure it's an 82) has it with the tubes coming out of the exhaust manifold. Anyway, should I buy the close to 400 dollar A.I.R headers or drill and tap regular headers for those tubes?
