I have a wiring question on my 66! :)

So ive realized i need to post on projects and builds with my project/daily driver... but now ive found that i cant number one figure out why the guy left the brown park lights wire hanging disconnected and two how the heck to wire em up! Ive ran a wire that was hooked directly from the brown wire that was hanging bare from the headlight parklight dash and dome light switch....but when id turn on my park lights only the passenger would blink during turn signal use. Im so stumped and so far have only tried the hood park light hooking up and not the tails. Any help would be greatly appreciated!
