bleeding power steering

Got my adaptors from captain fab, install went smooth as can be. I used a rebuilt pump and box but cant get the whinning out. Turned the wheel lock to lock 4 or 5 times with it jacked up,checked and refilled, drove it around the block a couple of times. It still makes noise when you turn and sometimes gets hard to turn. Any ideas, Thanks.
