Yet another headlight problem, sorry.

Working with an 83 C10, 305, 2wd.

Just got 4 replacement headlight housings off ebay to replace the sealed beams. Put in H4 bulbs, bent the center tab back to plug in the lower light plug.

Here is my question/problem.
Low beams: top light, bright, lower light, very dim.
High beams: top goes dim, lower light gets brighter.

I am leaning toward the relay upgrade kit. I would like to wire the lower light to come on with the high beam element when on high beam, too.

Does this make sense? It did before I typed it.
