Need some advice on some rust

Okay well since i had the truck its had rust on the passenger side rocker panel
it had a hole when i go it
and some surface rust/pitting on the passenger floor
and whats looks like surface rust on the drivers side floor

I had got a grinder and tried grinding my passenger floor and used some rustoleum rust stopper and primered it, but as you can see it shows throught the primer

I was thinking of getting this

Also im going to have to take it to a shop to do it, i dont have a welder, nor grinders or big tools, how much do you think it would cost
